Boubert-Rumble


Shirley Boubert-Rumble is the CEO of Usource Construction which specializes in commercial construction, design-build and development consulting services.  Prior to forming Usource, Ms. Boubert-Rumble managed affordable housing, mixed use and commercial development projects for the City of Boston and the District of Columbia. As Program Manager for DC Housing Enterprises Community Development Entity, Ms. Boubert-Rumble was responsible for securing and deploying over $125 million in New Markets Tax Credit financing which was invested in high impact commercial and mixed-use projects. Ms. Boubert-Rumble played a key role in the transformation of troubled and underutilized assets throughout the District of Columbia and supports community impact strategies that lead to growth and expands opportunities for marginalized individuals and communities. 

Ms. Boubert-Rumble has a Bachelor’s Degree in Architectural Engineering from Wentworth Institute of Technology and a Master’s Degree in Real Estate Development from Johns Hopkins Carey Business School.
